The fact that the quartz.dll is missing is most likely a problem with your directX configuration. I suggest you google a bit to find a solution to that.

Check that the Visual Studio 2010 redist is installed and try removing previous versions. And if that doesn't do it. Can you check your windows event log? Type Event Viewer into the start menu and look for the applications log. If something went wrong with starting up Reus (likely) it will be logged...

The likely reason why virus scanners notice the reus executable is because there is that we mangled the code quite a bit as anti-piracy. When you would decompile the code and look at some of it it will just be random chinese characters. I can certainly imagine that that rings a bell with virus scann...

This can only be an issue with the file that is being loaded. The file is loaded corruptly meaning that either the file is corrupt (likely) or there is something wrong with your harddrive. Try reinstalling the game.
