Glancing over that code indicates to me that villages are really danger-averse in growing - unless there's a lot of unnecessary 0-valued parameters in there, villages don't grow when threatened and they tend to avoid dangerous tiles when deciding whether to expand left or right. Well, I just got back after leaving a solo village running with 0 prosperity for about 3 hours to see what would happen. It's borders hadn't moved (they were at 15L, 13R before I left; 15L, 13R when I got back).

Not 100% sure it's the same bug, but... Upgrading onyx or iron to silver, on a mountain tile, causes my game to crash. I can make silver on desert just fine.
